Most international guidelines for&nbsp;economic evaluation, although appearing to be generic, have&nbsp;been written with pharmaceuticals in mind [3]. For example,&nbsp;they typically assume that randomized controlled trials (RCTs)&nbsp;will be available for the assessment of relative treatment effect.
