HTA has become a standard policy tool for\u00a0informing decision makers who must manage the entry and use of\u00a0pharmaceuticals, medical devices, and other technologies (including\u00a0complex interventions) within health systems, for example, through\u00a0reimbursement and pricing. Despite increasing attention to HTA activities,\u00a0there has been no attempt to comprehensively synthesize\u00a0good practices or emerging good practices to support populationbased\u00a0decision-making in recent years. After the identification of\u00a0some good practices through the release of the ISPOR Guidelines\u00a0Index in 2013, the ISPOR HTA Council identified a need to more\u00a0thoroughly review existing guidance. The purpose of this effort was to\u00a0create a basis for capacity building, education, and improved consistency\u00a0in approaches to HTA-informed decision-making. Our findings\u00a0suggest that although many good practices have been developed in\u00a0areas of assessment and some other key aspects of defining HTA\u00a0processes, there are also many areas where good practices are lacking.\u00a0This includes good practices in defining the organizational aspects\u00a0of HTA, the use of deliberative processes, and measuring the\u00a0impact of HTA.
